The Research Of The Operation Mechanismof Non-governmental Organizationin Urban Community

With further economic transition and social transformation in China, the management system of urban community is constantly engaged in change. Disintegration of work unit system, continuous influx of floating population, population aging and unemployment makesdistrict office-community residential committee as an auxiliary system to undertake a large number of community management and services. Presents an unavoidable challenge to urban management anddevelopment. Community development become the inevitable choiceof urban management. Goals of development of community construction are formally proposed in2000in this country. Community construction encourage the participation of social forces, emphasis onself-management and participation of citizens in community. Community construction, by its very nature, can be understood as in improving community residents’ citizenship. So that the residents are involved in community affairs, the interpersonal is strengthen in community, thereby, a harmonious community is established. NGOs in community can be relied on to contribute to community construction inthree aspects in providing community services, encouraging the participation of residents and enhancing community vitality, which hasa great significance of community construction.This thesis is based on the concept of community and non-governmental organizations. Combining public choice theory and the concept of rational man, this thesis analysis the formation and operation mechanism of non-governmental organization in an old-fashionedurban community(GQ).This thesis points out that the current problems is the unclear border of government and society, constraints ofdevelopment of NGOs in urban community, lacking public welfare and participation of residents, then propose policy recommendations.There are five part is full, the first part is the part of the introduction. This topic explains the origin of the thesis, the purpose of writing and analysis, chosing literature research and field investigationas the main research method. The second part is the urban community of non-governmental organizations and relevant theoretical explanations. It explanation the concept of non-governmental organizations within the community and Urban communities mentioned in thisarticle, Summary of scholars of public choice theory research, chose public choice theory and the "rational man" concept as a theoretical basis for this analysis. The third part is about the formation ofurban communities and non-governmental organizations operating status. We summarize the evolution of urban communities management system and the proposition of community construction. Non-governmental organizations play an important role of community construction. Then we elaborated GQ community case as an example, analysis the development of non-governmental organizations in GQ community according to field investigation materials. The fourth part is about the analysis the formation and operation mechanism of NGOs in GQ community. We combine with the related theory for further study in old-fashioned community in this part of the thesis. Byanalyzing four kinds of forms of interaction between GQ community and NGOs through investgating the data, we find the problems and shortcomings in current operation of NGOs in the community. The fifth part is about the suggestions to the development of NGOsin urban communities and practical policy recommendations and measures for fostering NGOs of the community. Part VI is the conclusion, it summarize the gain and loss in the process of writing thisthesis and the effectiveness of the inadequacies of the method of research as the direction for further improvement.
