The report of the18th National Congress of the Communist Party of Chinaclearly proposed the development strategies on the construction of socialist culturalpower. It stresses the building of socialist culture "to adhere to the orientation towardsgrassroots, and serving the people, intensify the aids of cultural construction in ruraland less developed areas, and to improve the quality of cultural products, enrichpeople’s spiritual and cultural life." The Cultural Construction of New SocialistCountryside is an important constituent in building socialist power, and an essentialpart of building a comprehensive well-off society. The ideological and politicaleducation can be used in the construction of new rural culture through its role ofeducation, guidance, cohesion and stimulating to guide farmers to change their ideasfrom the start, recognize the profound meaning of the new rural construction, toestablish correct moral concepts and values to adapt to the new rural construction,values, focus on improving the ideological and moral, scientific and cultural qualitiesof farmers and, to create a harmonious, honest, positive, upward township civilization,to provide ideological guarantee and spiritual power for the overall coordination ofrural economic and social development, and achieve the grand goal of building amoderately prosperous society, building a socialist harmonious society.The ideological and political education in rural areas is an important guarantee topromote the smooth progress of cultural construction of new countryside. Theideological and political education has an important role in the new rural culturalconstruction, it can provide new value-orientation and a good environment for ruralcultural construction; it is an important way to cultivate new farmers; it can mediateconflicts to create good personal relationships. Because the ideological and politicaleducation has not been paid enough attention by grassroots cadres, there are differentproblems, such as the lack of investment, insufficient number and low quality ofideological and political workers, lack of innovation educational content which isdivorced from reality, not enough emphasis, unqualified workers for ideological andpolitical work in rural areas, not appealing and convincing content of ideological andpolitical education, etc.For above extant problems of ideological and political education in the new ruralcultural construction, this thesis proposes the following recommendations and countermeasures: first, to strengthen the understanding of the importance ofideological and political education in the cultural construction in rural areas and theimportance of the Party’s line, principles, policies, farmers’ ideological, moral,scientific and cultural awareness in building a new countryside culture; secondly, thecore of the ideological and political education team building is to improve the qualityof workers in ideological and political education which should be strengthenedthrough the measures of the team selection, training and use of these workers; third, tostrengthen leadership and perfect the mechanism for opening new prospects ofideological and political education in rural areas, to adhere to the core of the partyorganizations, improve the operational mechanism and perfect safeguard Mechanismof the new ideological and political education in rural areas; finally, to promote theinnovation of ideological and political education in the cultural construction of newcountryside, we should constantly enrich the content of the ideological and politicaleducation, optimize the cultural environment of the ideological and political education,explore the ideological and political education methods to promote the culturalconstruction of new countryside.
