The cybersecurity has become the key fact between China and USA, the main reason is the unreasonable institution. The institution derived from the wrong pursuit of absolute security in cyberspace. As there’s no power over the nations, the wrong pursuit of absolute security usually leads to the security dilemma. The cyberspace is an open space and the transfer of the USA internet power to the non-state actor is more obvious. It’s impossible to realize the absolute security now and forever, so the fundamental way to solve the problem is to realize the cooperation security. The interactions between the states build the institution, and on the other hand, the institution guarantees the action of the states. The conflicts between the USA and China is much serious in the area of the cyberspace, the current institution can’t guarantee the cooperation between China and the USA, so the current institution needs revolution.
