E-government information service is an important part of e-government service, high quality of the electronic government affairs information service can improve the efficiency of the government, enhance the public’s trust in the government, to the construction of a harmonious socialist society.Scientific and reasonable evaluation mechanism is the important premise, improve service quality and e-government information service as a special form of service comparing with the traditional service and e-commerce service has significant differences, brought difficulty for its quality evaluation.The current e-government information service is a variety of evaluation subject and evaluation standard, is to establish a scientific evaluation mechanism for the center with the user first principle.Whether the user acceptance and satisfaction is the important measure of e-government information service.Only based on the user’s experience, the factors that affect the user experience as evaluation index to the current level of e-government information service in China to make scientific evaluation, and targeted to improve the quality of the information service of the government.E-government information service quality evaluation based on user experience research information service and user information behavior should be considered, the user experience and service quality theory and research.In this paper, the combination of qualitative and quantitative research, concrete ideas are as follows:First of all, review of existing research and related theories.From the information services and e-government information service, the user experience, quality of service with the electronic service quality three of this paper summarizes relevant theories and research, and based on the user experience of egovernment information service quality factors affecting research theory basis.Second, through summarizing the existing relevant research literature on the basis of the proposed based on the user experience of e-government information service quality factors affecting the assumption of model and index.Again, according to the hypothesis model carries on the questionnaire design, questionnaire survey through the network platform of distribution and recycling, the use of statistical software SPSS for exploratory factor analysis, to verify this hypothesis model and indicators, and eventually to affect the user experience of six factors on the quality of the information service are:effectiveness, affordable, interactivity, ease of use of technology and information content, and website design, a total of 25 specific indicators.Finally, based on the user experience of e-government information service quality evaluation model and the situation of the questionnaire data, puts forward five strategies of improving the quality of government information service are: e-government information service system of laws and regulations, unified e-government information service standard, pay attention to the "people-oriented" service concept, reasonable use of knowledge management promote e-government information service function configuration, promote the integration of integrated knowledge portal service, self-independence and co-ordinated development.
