Civil servants are human resources of the public sector. They hold the public power from the people and the state, execute the national law and policy issues, bear the responsibility of the economic adjustment, market supervision, social management and public services, and so on. Civil service salary is currency performance of civil servants’ labor value.The level of the salary is not only related to the development of civil servants working ability and enthusiasm and creativity of mobility, but also references to improvement of work efficiency and the improvement of the quality of work to the government departments,and so on. Therefore, countries in the world have attached great importance to the study of the civil service salary. After several reforms,our country have achieved some success, but refers to foreign countries who have been relatively complete the salaries of civil servants, there is still a big gap, for example, the lack of laws relating to the civil service salary system, internal and external fairness problems, and regional disparities, and so on.This paper is based on the analysis of the reform of Civil servant salary system from the commons and characteristics of the world’s major developed countries and regions which china can learn from, from which the principles of civil service salary has been summed and further proposal to improve the civil service salary system has been given. This paper has four parts.The first part reviews the reform of Civil servant salary system. First, this paper elaborates the concept of civil service salary system and analyzes the compositions of the salary;then, the paper reviews the whole reform processes of salary system of the civil service in the aspect of time; at last, based on the current form of the civil service, the paper analyzes the new trends of the salary system reform of China’s civil service.The second part describes the plight of China’s civil service salary system. The dilemma has been divided into several parts: the lack of legal norms, fairness missing of the salary system, lack of scientific performance appraisal system and so on.The third part introduces the revelation of the extraterritorial civil service salary system reforms to China. The paper analyzes other nation’s civil service salary systems, focusing on the United States, Japan, France, Hong Kong and Macao Special Administrative Region of the salary system of civil service.The fourth part has been targeted to the civil service wage system reform in China, offering a range of alternative measures and countermeasures to resolve: first, elaborate the basic principles of the civil service salary reform;then put forward five-depth Suggestions and recommendations to the reforms of the civil service salary system, including perfect relevant laws, perfect the salary structure, improve the mechanism of salary balance comparison, perfect position and rank parallel system and the transparent of the civil service salary system.
