Terrorist activities severely threaten the security and development of nations.2014 has witnessed many incidents of violent terrorist, which caused serious damage to the safety of the lives and property of people and casted a shadow of fear to whole society. In the face of the severe situation of anti-terrorist, changes should be made in order to achievelong-ter m victory in the fight against urban anti-terrorism, one of the way is to changefrom traditi onal “taking attacking terrorism more seriously than prevention” to “prevention and attacking of terrorism at the same time” and pay attention on the early warningmechanism of urba n anti-terrorist. Since early warning mechanism of urban-terrorist is an important issue the oretically and practically while lack of research on such mechanism in our academic circle.This thesis will focus on the concept of early warning mechanism of urban anti-terrorist,types and features of urban anti-terrorism, problems existed in the early warning mechani sm of urban anti-terrorism and corresponding countermeasures as well as overseas experien ce, which will be helpful to the study of our subject.This thesis includes four parts. The first part is about the concept of early warni ng mechanism of urban anti-terrorism, which is the hotspot and difficulty of related re search. Since the concept of terrorism is various in academic circle and legal documen ts, the author has chosen several typical concepts to analyze and also give a definitio non the early warning mechanism of urban anti-terrorism. The city of our country fac es a variety of terrorist threats, mainly includes: "three forces" of the westregion; terrorist activities of international terrorism; extremist comes into being becauseof intensified s ocial contradiction and heretical organizations.The concept of early warningmechanism of urban anti-terrorist includes anti-terrorists information, risks evaluation, preparedness plans and practice and the construction of special force of anti-terrorist. The research on the concept of anti-terrorist will be helpful to improve the theoretica research, gui de the current practice of urban anti-terrorist, enhance the effectiveness of urban anti-ter rorist and contain the multiple situation of urban terrorist.The second part illustrate the current problem existed in our urban anti-terrorist ea rly warning mechanism.
