The criminal legal aid system of Juvenile criminal suspects and defendants refers to a legal protection system which aims to protect the rights of the juvenile suspects and defendants in criminal proceedings and provide legal services and reduce the legal fees who meet aid conditions of legal aid was built by the legal aid orgnization and workers set by the government. The primary meaning for maintain the balance of the prosecution and defense and the constitutional meaning in protecting human rights.At the same time,the establishment has a great significance to save for the juvenile suspects and defendants, promote their awareness and improve their error, return to societyIn the 2012 "Code of Criminal Procedure", and the 2013 the Supreme People’s Court, Ministry of Public Security, the Ministry of Justice "on the criminal legal aid work rules", the juvenile suspects and defendants’ legal aid system has been improved. This modification is an important improvement for juvenile suspects and defendants’ legal aid system, and it is one of the important achievements of China’s reform of the judicial system in recent years, and also shows that our country will deepen the legal aid system reform and improvement.The text of the thesis is a form of the investigation report of G City M Province Legal Aid Center for study sample, for the operation of the existing juvenile criminal suspects and defendants legal aid system and the problems that exist in the actual operation, conduct field surveys to obtain the relevant data, combined with the provisions of relevant laws and regulations, summarize and analyze the survey data, and put forward the final recommendations and suggestions to improve juvenile criminal suspects and defendants legal aid system.This thesis is divided into three parts to discourse. The first part is the research report. This part first in theoretical level clear the connotation of the concept and institutional significance of the juvenile suspects and defendants legal aid system. Then introduce the investigation background, breif the modification of the juvenile suspects and defendants’ legal aid system in the new "Code of Criminal Procedure", and general condition of the implementation of the current local juvenile suspects and defendants’ legal aid. Then is the research significance, elaborated the significance of the juvenile suspects and defendants in criminal legal aid system to our judicial system, protect juvenile suspects and defendants’ litigation and the reason of this thesis. Finally, the author describes the reason of set M city for sample and investigation methods.The second part is the operation of juvenile criminal suspects and defendants in criminal legal aid system, which is the focus and difficulty of this article. To be able to fully and deeply to understand the system in the case of the implementation of a true reflection of the existing problems as possible, combined with the actual research, the author used the condition of the criminal legal aid cases, aid the entire process of the criminal legal, the petinence of the juvenile suspects and defendants in criminal legal aid, the condition of the criminal legal aid funding and subsidy cases, the condition of the criminal legal aid lawyers met with cases and legal aid cases supervision to collect information and data.The third part is the research conclusions and improvement recommendations. First to summarize and conclude the survey data in second part of the thesis to get specific findings. Second, according to the findings obtained summary, combined domestic and international experience of legal aid, the author proposed three improvements that we should broaden the legal aid funding, improve and integrate the legislative system, implement and improve juvenile suspects in criminal legal aid targeted measures, establish a legal aid rewards and penalties system, and hope to help continue to improve the legal aid system.
