From 1978, China opened the process of reform and opening up. After 30 years of development, it has made outstanding achievements in political, economic, social, cultural and other aspects. In twenty-first Century, in order to achieve sustainable economic and social development, the original urban-rural dual system needs to be got rid of. From the 16th National Party Congress, the central government will co-ordinate urban and rural as the strategy of economic and social development, and gradually form a plan of the development of the urban and rural integration construction.The rural democracy construction as an important part of the construction of socialist democratic politics, it has rich connotation and foundation status. In the strategy of promoting people’s democracy, it plays a pioneer and model role. Under the background of the urban and rural integration, the rural grassroots democratic construction in our country shows the complexion and diversity in reality. It has to face a series of difficult problems such as the gap between urban and rural, the contradictions between the town and village, the contradictions between the grassroots party organizations and villagers’ autonomous organization. The problems mentioned above need to be solved in the practice.Wujiang District, Suzhou City, as a highly developed part of southern area of Jiangsu Province in China, it has prosperous economy in the countryside, and high degree of urban and rural integration. So the specific problems it faced in the construction of the rural grass-roots democracy have typical significance comparing with other rural areas in China. Based on the theory of socialism with Chinese characteristics and the rural democratic construction at the grassroots level, using a combination of qualitative and quantitative, in this passage, it states the research of the solving countermeasures and measures. It considers the influencing factors of the urban and rural integrations in China, the status and problems it faces under the background of the integration of rural grassroots democracy construction, the analysis of influencing factors of the rural democratic construction under the background of the urban integration. During the study, it focused on three big aspects:the construction of rural grassroots democracy within the party and construction of villagers’autonomy, the grass-roots building of the National People’s Congress. Through a comprehensive analysis of the relationship between the elements of democracy at the grass-roots level, and a contradiction exists, so the research content is more directional. Through the targeted research of village in Wujiang rural area, combined with the analysis of the universality of rural China, it gives comprehensive analysis of the influencing factors of rural democratic construction, which is from the perspective of social, cultural, rural culture, individual factors and basic Party committee government.Combined with the integration of urban-rural construction background, overview of the country, live in Wujiang, in promoting the construction of rural democracy should conform to the urban and rural integration, "circle of friends" reconstruction and building of rural democracy self-discipline and heteronomy, put forward"a package of countermeasures and train of thought. By improving the legal, economic and political security methods such as promoting grass-roots democracy. While constructing rural democratic construction idea of developing situation and the new situation, paying attention to new rural community of democracy and fostering scientific farmers’democratic awareness, and so on. Also applying means of self-discipline and heteronomy of rural democracy building in an orderly fashion.
