Recently, the power balancing mode of village council has been pushed forward nationwide gradually after the first village affair supervising committee established in Chen village, WUYI county, ZHEJIANG province.In 2011, by the time of village council’s leadership transition, all the 975 villages have established the village affair supervising committee. During the actual operation, the government office of ShouGuang city printed the training book specially and guided them through introducing the procedure before the election, supervising the election and guaranteeing the related issues after election. Exploration and innovation in the system, since February 2012, the ShouGuang City, the full implementation of the "Final double veto system" as the focus of village affairs oversight committee working mechanism, and to carry out the "centralized monitoring system throughout the year," as an auxiliary system to protection of "double veto Final" system running smoothly.Based on the study of research at home and abroad, theory of power balancing and significance of building village affair supervising committee and etc, we do an analysis on the practice of village affair supervising committee system in this essay. Even though this supervising committee displays strong vitality on the power balance, it is not without problems. Roughly summarized as four aspects, ideological orientation biased, incomplete institutional building, and security functions play an obvious system is not perfect. Meanwhile, propose six countermeasures and suggestions. First, improve the working mechanism, the second is to regulate the daily work, three is to innovative monitoring mechanism, four is to strengthen the organizational support, five is to expand the public evaluation and six is to improve the security system.
