Research On Problems And Countermeasures Of Chinese Non-Governmental Organization Participation In Social Governance

As the advance of national governance systems and governance modernization, state and society from the traditional management system to the modern governance systems, which proposes the tasks to accelerate the transformation of government functions and promote the social governance modernization. In this context, Non-government Organization is developing rapidly, and it has participated in social governance because of its unique advantages, so it has become an important carrier of the transfer transformation of government functions, as well as an important pillar of modern social service system. However, when Non-government Organization participates in social governance, it also has some problems which social governance environment, the relevant laws and regulations, institutional mechanisms and Non-government Organization’s own development. In order to achieve the modernization of social governance systems and capacity and promote the development of Non-government Organization, it is very necessary to combing the theory of Non-government Organization participation in social governance and to investigate the involvement of Non-government Organizations in social governance problems, and to analyze the situation that Non-government Organization participates in social governance, and promote social hamony, and help come up with some countermeasures to promote Non-government Organization to participate in social governance effectively.In this article, with literature research, comparative research and case studies research methods. It introduced the theories of Non-government Organization and social governance. It analyzed the situation that Non-government Organization participates in social governance, mainly included the development history, the fields related and the major participants. It analyzed the problems and reasons that Non-government Organization participates in social governance.The main problems is:the lag of legal construction, the backwardness of mechanism, the lack of participation space and ability and so on. The last part is about the suggestions to promote Non-government Organization to participate in social governance more effectively,includes that keeping the legalization of participation channels flowing, building efficient and ordered social governance mechanisms, establishing positive interaction between government and Non-government Organization,improving the capacity of Non-government Organization participates in social governance.
