At present, all levels of government attach great importance to executive ability construction. This paper focuses on the research of the relationship between local government organizational structure innovation and executive ability promotion. It points out that the local government organization structure rationalization degree has the very strong conditionality to the promotion of its execution ability. Among them, in this research, two kinds of theoretical perspectives should be paid special attention:one is the authoritarian emphasis on strong government; the other one is "integral government" is attention to the united department.According to the substantial connection between government organization structure and the executive ability, this paper argues that, while the basic structure of local government in China mainly presents the vertical and horizontal structure, but in the policy implementation process, it also exists non-free decrees, subject identity of policies target groups decline, executives are susceptible to the effect of institutional factors, to perform internal forces to each other, and policy fragmentation lead to low execution. This shows the rationality of the organizational structure of local government in our country level remains to be further improved. In the above phenomenon, the former three factors mainly involve the issue of local government executive authority, and the latter two factors mainly exposed the lack of coordination among local governments. To solve these unfavorable factors, and to promote the government execution, the local government organizational structure should be innovated. The concrete method is to reference from authoritarianism and "integral government" theoretical perspective, to form a new power department. This department supervises execution process, at the same time; it is responsibility to coordinate various departments. As a result, local government executive ability will be promoted.In order to verify this research view, illustrated by Tangshan Comprehensive Supervision Bureau, the author has a specific analysis. Practice has proved that the establishment of Tangshan Comprehensive Supervision Bureau, a new power centralized department directly subordinate to government leader, and three work mechanisms is affectively used in practice, effectively promoted the Tangshan government policy execution. (Three work mechanisms refer to:direct subject is combined with standard process, special supervision is combined with performance appraisal, coordination is combined with joint departments.) Certainly, as a new thing, Tangshan Comprehensive Supervision Bureau also appeared some problems in operation. For example, different leaders have inconsistent understanding of the status and function, the organization work centrality is not clear and the operation also lacks the theoretically experience summary, etc. So based on the present situation, the author from the rethinking standpoint has a correct understanding of interrelation between the organizational structure innovation and government execution promotion, as well as the long-term problem solving. Also, the author puts forward some suggestions to solve above problems. For example, to establish new organization status and functions with legal procedures, to coordinate and plan new organization’s short-term and long-term work centrality, and on the basis of practice, to make new organization theory summary and demonstration promotion.
