Innovation Research Of Ethnic Relation Under The Viewpoint Of Comprehensively Deepen Reform

Ethnic relation is the key issue and a common concern in the multinational countries in the world.In recent years, with the rapid development of the economics in China, and the speeding up of the process of the integration of regional economics and the increasing gradually of the urbanization, the minority nationalities go into the coastal economic developed cities because of working, business, going to school, etc. The proportion is higher and higher. The work of city ethnic is becoming a very important work in the management of big cities.The work of the ethnic relation is of strong policy, sensitiveness of politics, many conflict burn points in the city. How to lead the new ethnic population mix with the new city culture tests the management wisdom, management policy and the leading ability of the culture of the city.This paper takes Guangzhou as an example, using literature searching, field survey, interview, observing and comparative study, etc., to study the governing of ethnic relation in Guangzhou. In this paper, it first defines the ethnic, minor nationality and ethnic relation. Then it expounds and analyzes the governing theory which is as the viewpoint of the study theory and the theory of the fusion of the community.Under the current demand for the governing of the ethnic relation in Guangzhou of deepen the reforms in an all-round way, the paper researches and studies the management service reality, the governing structure, the policy routine, the service system, the special culture, the mixing supporter and the community ethnic work, etc. systematically. It concludes the lagging of the governing system, the weakness of the service system, the lack of the mixing supporter, the lack of the community organization, etc. in the management service of the ethnic service in Guangzhou. Then it thinks and analyzes for the problems deeply. By borrowing ideas from and comparing with the advanced experience and practice of the ethnic service management model in big cities and coastal economic provinces such as Tianjin and Zhejiang, the writer thinks the government should enhance the ability of the city ethnic relation management ability, it should stronger the organization and complete the function in the system aspect, it should complete the system, expand and cover in the aspect of the service system, it should train the continuing ability in the aspect of sociality, it should respect the culture and promote the admission in the aspect of culture, it should create the carrier, enhance the participation of the public in the aspect of mixing. Only in these ways, the government can realize the modernization of the ethnic relation governing system.
