Study On The Customs’ Administration Streamlining At The Grassroots Level

According to the Report to the Eighteenth National Congress of the Communist Party of China,China needs to build a socialist administrative system with Chinese characteristics,deepen the reform of the system concerning matters subject to government examination and approval and continue to streamline administration and delegate more power to lower levels, so as to enable the government to better perform its functions of creating a favorable environment for development, providing quality public services, and maintaining social fairness and justice.As the national supervision and administrative institution, the Customs, while playing its role in supervision and administration according to law, is also facing the task of decentralization and function transformation. To the Customs, the first and foremost task is to change the realization way of the transformation,with its core lying in how to make the function and the realization way of the function more scientific and effective. The Customs should deepen the reform and innovation in key areas, constantly improve its supervision system and practice, and standardize as well as simplify procedures in customs clearance, so as to ensure effective supervision, provide more efficient and convenient services, guarantee safety and convenience of import and export, safeguard a fair and equitable market environment and trade order, and promote the sound economic and social development. This is the way to achieve the goal of Customs decentralization, and also the direction of the reform of the Customs’ service.Setting out from the internal functions and current situation of The Customs’ administration streamlining, the dissertation analyzes the achievement in streamlining administration and the remaining problems by taking Huangpu Customs as an example. In accordance with the Customs’ development needs in modernization, the new government’ s policy of "changing functions and streamlining administration", and the basic concept of "maintaining the system and optimizing the mechanism", the author puts forward the countermeasures and suggestions on how to better streamline administration. Besides, taking Huangpu Customs as an example, the authorraises ideas about business management reform, with an aim to break the current business management pattern,solve the problem of inefficient and duplicated construction, convergence of structure anduniform law enforcement, provide new ideas for the development of the Customs, constantly press ahead with administration streamlining, and bring the Customs’ development to a new stage.
