It is very necessary for the government based on the public interests, national security, and children’s protection making some reasonable regulation on the freedom of the network expression. From the current attitude of countries all over the world for the network freedom of expression through the standard present situation, no country definitely take the laissez-faire attitude to freedom of expression on the Internet, in contrast supervision is the common practice of the governments.In our country, the arrival of the era of network for the free expression injected fresh blood to the traditional freedom of expression. Freedom of expression protected by the Constitution and laws gained new vitality in the Internet, the rise of the network society provides a more efficient, convenient, wide communication space for people, stimulating expression of the people and sharing enthusiasm. In the realization of democracy, justice, flow of ideas, it has the individual value and effective. However, the fact is that network to bring people more freedom of expression at the same time, also has brought the huge impact to the country, society and individuals other legitimate rights and interests, resulting in the current network society is showing a lot of rumors, lacking of integrity, pornography and violent chaos. Therefore, the government needs to make regulations and supervision people on wanton and non-rational behavior to network expression by means of legislation and administration.This paper, complying with the regulation is the means, security is the objective principle, based on the introduction of network expression of the basic theory of government supervision, from the legal perspective, analyzing the current situation of our country network expression of government supervision and the existing problems, and introduces the system design of America, Britain, South Korea and other countries in the aspect of supervision and successful experience the achieved and as a reference, combine the reality of our country, to perfect our country government regulation and put forward some suggestions.With the rising of the micro letter, blog and other we-medias, the development of network expression is in the ascendant. The government still has a long way to go to protect and set regulations on the freedom of expression on the network. The government not only need to exercise a reasonable guide to users use the right of freedom of expression but also need the basis of law enforcement and law enforcement program. The government needs to prevent the administrative organ of supervision excessive pursuit of benefit and sacrificing of the vast number of users of the network freedom of expression.
