Research On Present Situation And Countermeasures Of Dujiangyan City NGO In The Supply Of Public Service

With the rapid development of economy and the transformation of government functions, the main body of public service is presented the development trend of diversification. A large number of NGO gradually involved in the public service provision, plays an indispensable role, and gradually become the good assistant of the government. Dujiangyan turns into the era of post-disaster reconstruction. The public’s demand for public goods is growing up. But the transformation of government functions stills not reach the designated position. The variety of public service products, the degree of specialization and distribution is not balanced. Government failure has become increasingly obvious. Although the Dujiangyan government clearly put forward the government purchase, support and encourage social organizations to participate in public service. But there are still many problems and challenges. Discussing optimization of Dujiangyan NGO participating in public service provision is particularly urgent.The purpose of this paper is to apply the empirical survey methods and have a comprehensive understanding of the basic situation of public services in the city of Dujiangyan. Summarize the theoretical results and practical experience that domestic and international NGOs participate in the public service, using the method of case analysis, in-depth analysis of the current main problems that exist in the Dujiangyan NGO participation in public service. Finally to optimize the NGOs participate effectively in public service provision of Dujiangyan, I put forward four feasible countermeasures:change government function and make a list of the government buy NGO service, build system of municipal government and NGO contact conference, establish a NGO performance appraisal evaluation system, promote the specialization of NGOs.
