In our country, with the further develep of the socialist market economic system reformation, the traditional administrative management mode gradually can not catch up with the pace of social progress, the traditional management mode can not accommodate the social changes and the needs of social development, the government function appears to be omission, dislocation, and offside phenomenon. All these phenomenon demand us to lucubrate the Government Performance Measurement.
