Research On Fine Policing Management Of Daqing High-tech Development Zone Public Security Sub-bureau

In recent years, along with the formation of the economic globalization, the elaborating management has gradually become a focused and attempted modern management mode in our society and had been identified and applied in the government agencies, business departments,social organizations. The reference application of the elaborating management made by the High-tech Zone Public Security Subbureau(HZPSS), has a very important role in strengthening the team standardization construction of the HZPSS, improving the work efficiency and promoting the image of the people’s police.This paper carried out in-depth research based on actual work and gave a detailed introduction to the present situations, existing problems and the necessity of implementing the fine management of HZPSS. The fine management target was worked out in this paper from many respects, such as strengthening fine consciousness, perfecting system, post evaluation and standardizing management to improve team cohesion and creativity, execution and so on.According to this target, we designed fine management principle from the people-oriented,system master, scientific development, realistic and pragmatic aspects. The system assembly was made for the characteristics of the public security bureau team discipline and professionalism develop high and new branch of system assembly based on 18 laws including“the people’s police law”, “internal regulations”, etc. On this basis, a system design for the existing problems of the HZPSS was carried on from the responsibility task, interior management, law enforcement officers, application of science and technology, management and service and appraisal institution and so on. Furthermore, this paper also implemented security from some soft environment aspects, such as the public opinion guidance,strengthening the training, the implementation of process reengineering, cultural construction.We hope that this article research can make the whole working of the HZPSS to be legalization, normalization and specialization, and finally realize the rationalization of all kinds of police resources and the maximization of police management efficiency.
