With the advancement of social economy and urbanization, more and more rural land is taken over for urban area as a result a large number of agriculture population lost their land.Since the Jinzhou New District was founded in 2010, over 100,000 local people have been included in the social security system,of which how to properly help them settle down and how to maintain their legal right, which has became an indispensable issue of maintaining social stability and achieving fairness and justice.In 2011, two announcements, easures for Collective rural land expropriation and measures for Social Security System for local people, were issued in Jinzhou New District. The result sees pretty positive afterwards but there are obvious controversies and contradictions.To do a better job in landless people’s security work and try to realize the long-term goal of their basic life level that not decreased by losing land are an unavoidable responsibility and obligation of government.Meanwhile,it’s a must taken and solved problem for urban development.The thesis based on economics and social security theories, combined with practical cases about social security for landless people home and overseas, states the reason why there are the practical issues of social security for landless people are the ownership of the collective land is not clearly defined; this initiative does not fully protect the rights of the individual; the compensation standard for landless people is much lower and security fund raising and management mode is single. Meanwhile, the thesis propose a proposal about how to perfect a series of system on security objects and rights, on rural land expropriation, on compensation for landless people, and on measures about security fund and management, which hopefully can help better serve the social security policy for those landless people.
