Besides,The Communist Youth League cadres team cohesion and combat effectiveness has improved significantly.Meanwhile,there are many problems shown,such as,the entrance is not strict,which makes it easy to cause social criticism.And the management is not strict,which results in cadres’ flighty behavior.In addition,the position transfer is not smooth,so the cadres’ age grows older and older.Thus,in the new situation,it is urgent to strengthen the cadres team construction and build a team that reassures the party and satisfies the people.This paper makes a study on the youth cadrds,with the knowledge of human resource management,By using literature method,interview method,case analysis and comparative analysis,it is to analyse the current situation of youth cadres construction,study deeply the problems existing in youth cadres construction,and put porward countermeasures to strengthen the constrction of communist Youth League Cadres combined with the experience and practice of party cadres constrction and relative human resource management theories,which shows high theoretical and pratical value,It is believed that the obvious problems in current youth cadres team construction,including:cadres selection, selection methods difficult unbalanced situation exists in the group cadre selection; the existence of training quality is not high, the post exercise is not enough, the incentive effect is not apparent, co management intensity is not enough problem in group cadre management cadres, in transfer exist transfer time conflict, job transfer grading arrangements of different standards, transfer, increasing the difficulty of the problem, the reasons for this mainly includes the influence of cadre appointment, and the preparation of management policy for the construction of the youth cadre lack of enough attention, lack of youth development relative lag of unified planning, etc..,The countermeasures include:to improve the selection system,strengthen the focus on cadres’practice and training,pay attention to the cadres’ motivation and instruction,promote cadres’reasonable position transfer and strengthen the cadre’s style construction.
