The article regards the National Government’s foreign policy which is from 1931 to 1941 as the research object.In the Anti-Fascist War, the battle field of China started earliest, the duration was longest, the war brought grave disaster to the Chinese people. Through the war, people always thought about the foreign policy of the National Government during this period. This article runs through the evolution of the National Government’s foreign policy, and objectively evaluates the foreign policy.This article mainly consists of four parts:The first part analyzes the National Government’s foreign policy. The part discusses the cause of the diplomacy, the development and the failure of the diplomacy. After the September 18th Incident, the National Government did not take any positive effective resistance, but at the beginning of the incident, it pinned its hope on the international mediation. However, the League of Nations which was led by Britain and France always took the appeasement policy towards Japan. Because of the appeasement policy, Japanese captured the Northeast of China. When January 28th Shanghai Incident occurred, due to the interests of all countries are mainly concentrated in Shanghai area, the Britain, France and the United States began to change the policy of neutrality, and tried to solve the conflicts between China and Japan, finally China and Japan signed the armistice agreement. However, Japan withdrew from the League of Nations, the diplomacy of League of Nations ended.The second part runs through National Government’s policy to Japan. After the diplomacy of League of Nations declared bankruptcy, the national government began to compromise to Japan. The National Government also tried to solve the problems by diplomatic way between China and Japan governments. Until the full-scale war broke out in June, the Chinese and Japanese governments had maintained contact. From the process and results of the diplomacy, under the interaction of the two governments, the relations between the two countries turned to shit, but Japan’s domestic situation always made the matter worse, it directly made the negotiations between the governments broke down. Then the Japanese government had been completely controlled by the army. Under the auspices of Japanese government and military, North China Crisis expanded, the National Government ended the diplomatic negotiations.The third part discusses the evolution of the National Government’s foreign policy after the full-scale war broke out. The National government began to abandon the compromise policy to Japan, deployed actively in the military and launched a full range of diplomatic activities, sought assistance from other countries. At the beginning of the War of Resistance Against Japan, the Soviet Union provided important material support for the fight against the Japanese. Because of the influence of situation and the thought of Kuomintang, National Government began to embark on pro-American diplomatic route. With the outbreak of the war in Europe, the further deterioration of the relationship between China and the Soviet Union, the National Government pursued the foreign policy led by the America more firmly.The fourth part is about the National Government’s final efforts in diplomacy before the Pacific War.The focus of National Government was to strengthen the Sino-US relations, tried to build sanction system to Japan. The fact that the national government to build the alliance was gradually forming. With the failure of negotiations between Japan and USA, the diplomatic negotiations had reached a dead end, the war was combustible. After the Pearl Harbor incident, the National Government officially achieved alliance with the western countries.
