The E-government in China has developed very well during the past ten years, but there are still many problems to be solved. For example, the information isolated island phenomenon is very serious; information duplication of investment, idle equipment and low efficiency phenomenon are very common; the operation and maintenance cost a lot of manpower and material resources. Cloud computing is a new form of information infrastructure and application model. It can satisfy the demand of e-government information resources integration and the sharing of resource. Cloud computing can help the government to improve the ability of public service. However, there are still quite a number of local government adopting a wait-and-see attitude to public cloud services.In this paper, we have built the T-O-E model, which take the government as the object, based on the existing research on cloud computing services adoption, customer value propositions and basic theories/models of information technology adoption. Then we designed our questionnaire and completed our survey on 142 government sectors. By the analysis of the collected data, we can find the main factors influencing governments’adoption on public cloud computing service. The research results show that, the informatization level influence on government adoption most. Followed by the top management support, task matching degree, policy pressure, compatibility, relative advantage, perceived risk and financial support. According to the above research conclusion, I developed some suggestions to service provider and government.The innovation point of this article:the object of the research is government; through the analysis I have found the influencing factor of the adoption willingness; I have put forward some proposal to the government and the provider.
