To improve the situation of the ecological deterioration in our country, the project of conversion of cropland to forest has been started. Today, conversion of cropland to forest has become an important part of rural and ecological work. With the implementation of the project of converting cropland into forest, more and more people realize that, for remote and ecologically fragile area of mountains, poverty and ecological problems can be resolved only through eco-migration.Eco-migration in conversion of cropland to forest was dominated by Government and implemented in order to improve the ecological environment and poverty. This process inevitably makes some destructions of the original system, social system, or even get into new poverty and development difficulties and rise to other serious social problems. Therefore, reasonable compensation according to welfare changes of the immigrant community is extremely important.The paper based on Amartya Sen’s theory of capabilities, taking eco-migration for conversion of cropland to forest in Wu-ling mountain area for research object, taking welfare assessment and welfare compensation as main content, giving advice on optimal compensation of eco-migration welfare.1. Based on Amartya Sen’s theory of capabilities, the paper studied change and differentiation of the level and structure of eco-migration’s multidimensional welfare theoretically and empirically. This paper sorts out the welfare theory of evolution, made comparisons of different schools of welfare, based on Sen’s "ability" and "functional" concept theory of capabilities as the main rationale for the study. Then selected indexes that can reflect eco-migrants’ changes as a welfare dimensions. And chosen the measurement model which based on Atkinson’s Inequality measurement principle and S. Seth’s generalized-mean two-parameter structural theory. Based on an empirical analysis of typical regional, studying the change and differentiation of the level and structure of eco-migration’s multidimensional welfare.2. The ecological immigrant project increased comprehensive welfare of immigrant groups, but it has caused welfare losses in risk of unemployment dimension and social psychology dimension. Empirical studies have shown that eco-migrants’ general welfare levels have risen after the immigration, but not obvious. From the perspective of welfare indicators in each dimension, in addition to significant increases in welfare of living conditions dimension, other welfare of dimensions increased slightly. The welfare of social security dimension appears to decline slightly(mainly by the welfare of risk of unemployment dimension fell sharply), and the welfare of social psychology dimension was greatly reduced. Ecological immigrant project not only brings the level of comprehensive welfare changes, but also prompted changes in distribution of welfare within the group. Four of the five dimensions that economic status, social security, human capital and social psychological dimensions were more distributed, only living conditions dimension was less distributed, which shows that immigrants’ welfare level Differentiation is more obvious, and comprehensive welfare State presented a more unbalanced distribution.3. The project of Ecological immigrant caused decreased welfare of farmers, so we must be combined with change and differentiation trend of eco-migration’s welfare, giving them a fair and reasonable compensation. Compensation for immigrant groups should be people-centered development, to provide basic security and support space for the capacity of immigrants’ reconstruction and social reconstruction.(1) To improve differentiated subsidy policy, according to the endowment, development needs and characteristics of poverty in different groups of immigrant resources to further develop and refine the immigrant subsidies;(2) To Synchronous facilities, perfect follow-up security and increase the resettlement area basis investment facilities and public service facilities;(3) To increase investment in human capital, in the long run, this will relieve the immigrant poverty and narrow the income gap between immigrant and non-immigrant;(4) To focus on the psychological support of immigrants, giving them more emotional comfort and spiritual concern.
