The government public service outsourcing originated from the West, and its core is providing public services to the public through introducing the market competition mechanism by multi-supply-bodies. This modern can not only reduce the government’s financial burden but also improve the supply quality and efficiency of public services. Now it has become a regular work in some west governments. Shanghai made the first attempt of public service outsourcing in 1995, and has achieved good results till now. This also attracted other areas in our country gradually adopting this modern. And this modern itself has made positive progress and lager breakthrough both in outsourcing breadth and depth. Because the government public service outsourcing adapts to the needs of the service-oriented government transformation, be more conducive to meet the public increasingly complex and diverse public service demand, and also promotes achieving the goals of basic public services equalization, the result is that local governments highly appreciate this system innovation, experts and scholars are keen on researching this subject. Obviously, this is also an important driving force for me to choose this study.However, there are still some barrier factors in outsourcing practice in our country, such as the wrong understanding in the government’s role orientation and ideological understanding; the lack of government responsibility and management ability; the imperfect system and mechanism construction, lacking a strong legal backing; existing some problems in outsourcing contract itself; the weak social organizations and the immature market mechanism. Aimed to establish a new “unified specification, classified outsourcing and multi-party interaction” outsourcing pattern with Chinese characteristics, this study carries on empirical analysis for the government public service outsourcing performance in Shandong Province, draws lessons from foreign successful cases and experience. And according to some barrier factors, it also puts forward several targeted countermeasures and suggestions, as following: improving the system of laws and regulation construction, establishing department synergy mechanism; strengthening the government’s own construction, intensifying fiscal policy supports; setting up a supervision mechanism and a three evaluation mechanism to reinforce the outsourcing contract management; optimizing the external environment and fostering diversified social subjects, etc.This study is divided into six parts in total. The first part is introduction, mainly elaborating the selected background, research significance, the research status both at home and abroad, research methods and innovations. The second part is the related concepts(including the public service and public service outsourcing) and theoretical basis(including the new public management theory, the principal-agent theory and the new public service theory). The new public management theory is the direct theoretical source of public service outsourcing, which can regularize the government administrative behavior; the principal-agent theory is the important theory basis for outsourcing contract and agency relation among the government, contractors and the public; the new public service theory, especially “the public service separable theory between supply and production”, emphasizes that the public service supply should jump out the traditional “trap” completely dominated by the government, and give the supply mode relatively “freedom”. The third part analyzes the present situation of the public service outsourcing implementation and development in our country and Shandong Province, and puts forward several barrier factors. The forth part is an Eviews empirical analysis of the influencing factor among seventeen cities in Shandong Province as a reference for the next parts. The fifth part is foreign outsourcing mode summary and experience for reference. This study selects the United States, Britain and Australia, which their implementation of depth, breadth and maturity are all representative in the world, as an experience for reference by summarizing their outsourcing characteristics. The sixth part is the focus of this study, trying to establish a new “unified specification, classified outsourcing and multi-party interaction” outsourcing pattern with Chinese characteristics, and putting forward several targeted countermeasures and suggestions. The last part is a conclusion, summarizing this study content and proposing the deficiency that exists.
