The Research On The Coordinated Development Of The Minimum Living Security System Of Urban And Rural Residents In Shandong

The continuous progress of urbanization as well as the rising voice of a new socialist countryside construction resulted in that urban and rural minimum living security system partition is no longer adapt to the development of today’s social security system. Also it hindered the process of integration of minimum subsistence guarantee system with the social security system. Now the social security accelerates the speed of co-ordination. Meanwhile, pension insurance’s and medical insurance’s co-ordinations have basically achieved. The process of co-ordination of social assistance-- last line of defense as the minimum living security system has also begun. And many provinces and cities started to arrange the system of subsistence guarantee. Shandong, as a large province in economy, is necessary and possible to achieve the comprehensive arrangement for basic cost of living allowances both in urban and rural areas, In Shandong Province, the co-ordination has been launched. To discuss plans for the comprehensive arrangement is significant for Shandong Province.Based on the study results on the domestic and foreign scholars in the past, this artical discussed the issues for construction of the minimum living standard security system co-ordination for residents in Shandong Province. Starting from the basic concept and theory, it analysised the status of the minimum living security system in Shandong Province. By comparing the differences between urban and rural basic cost of living allowances, this artical pointed out the reasons for differences between urban and rural residents’ minimum subsistence guarantee systems in Shandong province. Through typical cases comprarisons among different domestic and foregin typical areas,we explored the revelation of problems of the comprehensive arrangement. Combining the present situation in Shandong Province and drawing on the experience of other regions, we proposed adaptation strategies and measures and constructed the co-ordination mode which has different standards. This paper implements the innovations in the following areas. First, according to the specific circumstances of Shandong Province, during the analysis, the research pespectives are creative with a certain degree. Second, we used SPSS software to make a clustering analysis for basic cost of living allowances among 17 cities by dividing those cities into three regions. On the basis of sub-regional co-ordination, it achieved real comprehensive arrangement and provided a realistic basis for construction the minimum subsistence guarantee system in Shandong Province.
