Research On Democracy Of The Citizen Participation In Public Culture Policy Making

Public policy making has always been in the state of emergency or influenced by social environment, so the policy making process is very complicated. Indeed, as an important environmental variable, citizen participation will have an important impact on political system through complex social environment. In recent years, the theory of citizen participation has become a frontier subject in the field of public administration, and it also received more and more attention from almost all countries. The degree, scale and evaluating methods of citizen participation has become an important benchmark evaluating the legitimacy and democracy of national public policy making.The democracy issue of citizen participation is truely important, this article try to observe and rethink the relationship between citizens and government; Democracy means that citizens will possess qualified citizen qualities, which will further influence the decision-making process of public cultural policy, cultural policy making mechanism (scientificalness, legitimacy) and citizen participation mechanism (government functions, civic and cultural ideas) will be further improved, democracy will be increased again. In that way, citizen participation will form a moving and developing system. This is where the particularity of public culture policy distinguished from other political decisions lies.Citizens need to go through long-term training and learning so that they will gain the ability of citizen participation and democratic habits. The process of implementing democracy will be tough, so citizens and administrative officials need to improve their abilities simultaneously.
