Because of the tremendous economic and strategic value, The South China Sea is attached by its neighboring countries.Some Southeast Asian countries have existence of South China Sea dispute with China, notably Philippines. Since 2010, after Aquino III was elected the president of Philippines in the Philippine Islands, the competition of South China Sea islands between China and Philippines are more fiercely than before. The government of Aquino III not only intensify develop the resources of South China Sea, but also continue to occupy the South China Sea Islands belong to China. Through a series of political legislation and shuttle diplomacy, Philippines continues to have disputes in the South China Sea, and tries to put the South China Sea issue into the scope of discussion when the meetings of ASEAN were held, or even pull the America and Japan and other regions outside the country together into the disputes to impose Chinese the pressure.In recent years, the government of Aquino III has been increasing naval military expenditure, and purchasing advanced naval arms from abroad, carrying out joint military exercises with the America, Japan and Southeast Asian countries in order to deter China. Aquino III makes the “China Threat Theory” in the ASEAN and draws other ASEAN countries who has disputed waters with China to attempt to fight China in a overall strength. Aquino III positively manufacture the topic not only because of interest and geographical strategic factors. As is known to us all, the subprime crisis of the Europe swept the world in 2008, the economic downturn makes the pillar industry of Philippines economy overseas service industry is a very frustration, and the Philippines domestic political is in chaos, elite families have controlled political economic lifeline for a long time. There is a huge gap between the rich and the poor in Philippines, Aquino III has to put the growing accumulation of domestic conflict to the South China Sea, in order to alleviate the pressure in power. In addition, countries outside the region comply with the policy adjustment to intervention in the South China Sea and other ASEAN countries who has disputed waters with China attach importance to the South China Sea, these factors make Aquino III have a hope to pull other power into the dispute in the South China between Philippines and China. In the face of the challenge in the South China Sea from Philippines, China need to do long-term response preparation.
