Since China’s reform and opening, the concept of management by objective had introduced in government performance evaluation, and the method of annual target assessment is widely applied in the governments at all levels. These methods promote economic and social development, accelerate the change of traditional government function, and improve the administrative service efficiency. Although we have a great exploration and a long time practices, target responsibility assessment system in our county and district-level governments is still not sound. Especially, the systematic construction, the target setting, the supervision and evaluation, even the results of evaluation to apply have some shortcomings.County and district-level governments in China are located in the key position in our administrative system, which connect the links between the high level and the fundamental. The problems existing in the assessment of these governments reflect the overall situation in target assessment. These fields research has a theoretical and practical significance for studying the government performances. Based on the theory of management by objective, the Wenfeng district-level government as a special example, this paper thoroughly analyzes the current situation in government performance evaluation, and explores the scientific methods to apply in government performance management. Considering the drawbacks in target setting and disintegration, daily supervision and inspection, fulfilling rewards or punishments, local governments have to overcome them during the government performance evaluation. To improve the work of local government annual assessment, we should supply some concrete measures and suggestions, for example establishing a clear target management system, combination target quantity and specification, amplifying a sound participation of target assessment measures, and applying the results from performance assessment.Obviously, local government’s role in economic regulation becomes relatively weak, otherwise in the public service and social management grows spotlight. Given different evaluation subjects have different interest preference, and avoiding the bias behavior from the subjects to impact the assessment’s scientific and justice, it is extremely valuable to persist and integrate the interests of the differences body technically. Try hard to build a diverse dimensional evaluation system, and assist to realize the comprehensive and scientific evaluation in government’s performance. Finally, the specific countermeasures and targeted suggestions enrich the theoretical study and guide the practice in the future.
