Third Plenary Session of the 18 th CCP introduced a series of measures related to the reform of agricultural land, so many ordinary public thought: rural homestead has entered the market, the city people can freely traded unfettered rural homestead. In fact, the relevant personalities of our land department said: "Target rural homestead reform is to allow more farmers to enjoy the benefits of reform and opening up, increasing farmers’ right to speak, and not to sell any of the homestead unfettered with the purchase. " and, the development of social productive forces in rural areas subject to a certain degree of control at this stage, one of the important reasons is inadequate functioning of factors of production in rural areas, the market allocation of land resources in rural areas reflect the role is not sufficient. Especially in the process of urbanization is accelerating under the historical background, as land a scarce resource, and its function is not reflected in the factors of production has become an important factor in the development of rural social productivity.In this paper, case studies, comparative, empirical analysis and other methods to improve land use right transfer system for analysis of rural land transfer system for improving the current difficulties in the construction of housing the necessary analysis and evidence, draw able to build houses for the rural land transfer system workable guidelines and measures used. This paper is divided into four sections elaborate on the homestead for sale: Part I: Stories from the homestead and started an in-depth analysis of typical cases, lead to practical problems Reflections on the homestead.
