Governance Path Of Equalization Of Basic Public Service Between Rural And Urban Areas Under The Background Of Overall Development

At present,China has been going through the transformation from survival-oriented society to development-oriented society,so the potential demand of basic public services has turned into real needs.However,the urban-rural dual structure is unbalancing the growth and development,the rural residents can hardly enjoy the same treatment as urban residents,and their benefits from the process of basic public services are very limited.The resource allocation for rural residents lags behind the actual needs,particularly in the aspects of social security,education,health care, infrastructure construction,access to employment.The contradiction of unbalanced supply is the current social problems,and the spreading situation has drawn much attention.Since realized the coordination of economic and social development in urban and rural areas,theoretical research and practice of equal access to basic public services has begun.However,more effort is needed to narrow the large gap in coverage between urban and rural areas,and the tricky part is to establish the necessary security system and promote effective methods.The reasonable needs represent the basic civil rights and social justice,which also help improving the well-off level and constructing harmonious society.Along with the increasing attention on the imbalance between urban and rural areas,the relevant researches on basic public services supply have made great achievements.Scholars have made many multi-dimensional system analyses from theoretical level,and also put forward a number of policy recommendations and concrete solutions from practical perspective.With better conditions,some areas have conducted a long-term exploration and achieved lots of good experience about equalization of basic public services.Under the background of socioeconomic transition and the dual institutional is unbalancing the allocation of public resources,based on the recent research,I first reviewed the main papers and theoretical results about the equalization of basic public services and summarized the main points.By defining the concepts that related to equalization of basic public services,I think the proper role of government is to provide equal rights,not equal things,and the equalization process should respect freedom and choice rather than absolute average,which is a gradual process.After discussed the change process of urban-rural dualistic structure,I summed up the achievements and deficiencies on equalization,and realized all the success due to the looseness of dual system.Then from supply channel,decision-making mechanism,unmatched fiscal supports,transfer payments and governance methods,I interpreted the difficulties in equalization process.This paper argues that equalization of basic public services in urban and rural areas is a systematic project,in view of the current difficulties, independent equalization principles and evaluation standards should be established definitely,only on the basis of objective assessments,the corresponding systems and governance path can effectively reverse the imbalance.
