Study On Legal Mechanism Of Solar Photovoltaic Power Generation In Chain

The consumption of traditional energy has contributed to the development of economy; on the other side, it also has seriously polluted the environment in recent years. With the feature of nearly non-pollution, Renewal Energy has been paid more attention as well as solar photovoltaic(PV). China has a large storage of solar energy which has not been fully used for lacking of adequate legal protection system, supervision system and economic incentives. It also had a negative influence of solar PV development. Therefore, it is necessary to improve the legal mechanism of solar PV under the new economic conditions.In general, this dissertation has been divided into five parts:The first part concerns about definition of legal mechanism and legal mechanism of solar PV. After comparing with the legal mechanism and relevant definition, we define the legal mechanism of solar PV is such a kind of mechanism that governmental agencies, corporations, social organizations and citizens allege for their rights and fulfill their obligations under the current relevant laws and regulations. This mechanism will moderate their relations in order o make a better development of solar energy and increase energy use efficiency, and finally protect and improve he environment.The second part introduces the condition of legal mechanism of solar PV and current issue that needs to be improved. The third part introduces the development of solar PV in other countries, which will take Germany, United States and UK as examples, and will introduce their laws and regulations enactment. After comparing with the fact in China, the dissertation will give suggestions on how to learn from abovementioned countries.The fourth part gives suggestions on how to improve the legal mechanism of solar PV in China based on Chinese current conditions. We shall make special solar PV laws and regulations, make measures on quantum mechanism, and take fiscal subsidies etc. Meanwhile, an unitive organization and supervision system is necessary.The fifth part is the conclusion of the dissertation. After study and analysis of the legal mechanism of solar PV of China, we have found the problem and will improve them with reference to beneficial experience of other countries. This dissertation has used a lot of study mechanism, which includes literature research method, method of comparative research, comprehensive analysis method and method of induction.
