Text interpretations mixing with constructivism theories on Sino-U.S. strategic relation positioning in the sixteen National Security Strategy reports since President Reagan has been applies in this dissertation. Based on this research, the essay conducted a comparative analysis on the Chinese “New Model of Great Power Relations” and the U.S. “Constructive Relations”, in order to obtain a comprehensive perception of the “New Model of Great Power Relations”, also proposed policy recommendations originated from the research its self.This essay accepted the assumption of constructivism that culture consensus can construct the identity and interests of nations and then influences bilateral relationships. And the strategic relation positioning was considered as the culture consensus that can function as constructing. And we have to admit that different groups have various perceptions of the strategic positioning, such as individuals, experts and researchers, and government collectively. However, the group that guided the direction of two countries is the government, so to do some research on the officials is indispensable and Nation Security Strategy is the authoritative document which contains the strategy positioning of China and the United States, hence, Nation Security Strategy became the fundamental clue of my research.My application and testifying of constructivism concentrated on three aspects. Firstly, Alexander Wendt categorized the anarchic culture into three kinds; they are Hobbesian culture, the Lockean culture and the Kantian culture. And within these three cultures, the relations between two countries are respectively adversaries, rivalries and friendship. Secondly, he thinks there have been three approaches to internalization, and only with internalization and resorted into practice can the common culture influence the interaction and the bilateral relations, namely enforced, out of self- interest, and legitimated. And to the question of progress over time about the three cultures, he concludes that there is no guarantee that the national time will move forward toward a Kantian culture, at least it is unlikely to move backward.This article primarily used discourse analysis, comparative analysis and theoretical analysis.
