The recruitment system of the civilians in China is gradually forming a series of institutional system which is in line with our national conditions after more than 20 years exploration. As a special pattern of civil servant examination system, examination employment of staff in the institution referring to the management of the civil servant law has unique position and is forming its own particularity recruiting system. However its specificity is often overlooked in performance, and there are still many shortcomings, loopholes and deficiencies in its institutional system. It is necessary to research on such problem furtherly.Institution staff referring to the management of the civil servant law recruited as part of recruiting civil servants often simultaneously, its specificity is often overlooked, but there are still many shortcomings, loopholes and deficiencies in its institutional system, there is a need for in-depth exploration the study.As an institution directly under the State Council, Meteorological department has institutions referring to the management of the civil servant law in each level, from the central to provincial cities and counties. For research on institution staff recruitment issues referring to the management of the civil servant law examination, Meteorological department has better representation.According to research on the examination employment problem of staff in the institution referring to the management of the civil servant law in Meteorological department, it is a good reference to solve the common problems coming from recruiting staff in public administration institutions.This paper is divided into five chapters. Chapter Ⅰ is the review of theoretical foundation of public administration examination. First of all, this chapter makes some definitions, such as the civil servant law, institutions and their management as well as referring to the civil servant law management staff. Secondly, this chapter introduces the logical relationship between current administrative reform and the restructuring of different categories of public institutions. At last, this chapter makes a brief description about the situations in institutions in meteorological department referring to the management of the civil servant law.ChapterⅡ introduces the meteorological department management examination system in use. First this chapter introduced the situation of public management participation examination system and its operation, that including the relevant provisions, the principles of recruitment examination.Then this chapter introduced the recruitment examination background of meteorological department personnel referring to the management of the civil servant law management, including examination evolution in meteorological departments referring to civil service management, meteorological departments involved in reforming institutions background and analysis on the implementation of the civil servant law recruiting situation in meteorological department year by year.Finally, this chapter made a brief introduction of the procedure in meteorological reference management career staff recruitment examination mode currently.Chapter Ⅲ focuses on the problems of meteorological reference management career staff recruitment and analyzes the reasons. By analysis on datum in recent five years, this chapter mainly obtained five aspects existing recruitment examination in the meteorological institution referring to the management of the civil servant law. They are including the hiring unscientific planning, hiring process more subjective factors, details of the design aspects of hiring is not rigorous, candidates remedies deletion and lax implementation of laws and policies do not continuity five aspects, which involves recruiting plan professional settings, language requirements, age requirements. Above all, this chapter seeks the crux to the problems in the recruiting process.Chapter Ⅳ elaborates in terms of foreign experience, highlights the meteorological department civil service examination system in the United States, France, Australia, and makes some revelations in our meteorological department recruiting system.Chapter V presents five suggestions to improve the system of recruitment examination in the meteorological institution referring to the management of the civil servant law. They are as follow: accelerating administrative reform and the reform of institutions, combing existing laws and regulations established legal system for recruitment, improving the supervision mechanism to maximize fairness, clarifying the details in the examination transparency and strengthening propaganda and recruitment information published recommendations. This chapter is trying to find a better method in recruitment examination in the meteorological institution referring to the management of the civil servant law. It is mainly by two aspects including the meteorological department recorded reference management and category management exams and recruiting exam reforms.
