Held on November 9,2013,18 the third plenary session put forward the general objective comprehensively deepen reform, emphasized the significance of the national governance system and management ability of modern.The government attaches great importance to the national policy.While the construction of grass-roots civil servants, and the performance appraisal is the important embodiment of national statecraft and ability.However, there is a prominent problem in the construction of civil servants at the grass-roots level is the civil servant’s job burnout, this has to do with China’s administrative reform goal is the opposite, it is affecting the construction of China’s communist government.Grass-roots civil service job burnout in large part due to the current civil servants’pay and promotion system of rigid, elastic, largely also affects the enthusiasm, initiative and creativity of civil servants at the grass-roots level.Therefore, in order to guarantee the government performance, taking appropriate and reasonable incentive mechanism effectively prevent and eliminate the civil servant’s job burnout is imperative.Reasonable incentive mechanism and performance is proportional to the grass-roots civil servants, between the two is to promote each other and influence each other, eventually serving the grassroots civil servants to the common development of individual performance and the government organization performance.Based on civil servants at the grass-roots level, job burnout, and analyzes the connotation of incentive mechanism,Coupled with the civil service job burnout and motivation of study on the relationship between the logic thought that from the perspective of the incentive to explore necessity grass-roots civil servant’s job burnout problem; At the same time, based on the empirical analysis on the incentive mechanism of civil servant’s job burnout, and at the grass-roots level, is an object with part of the civil servants at the grass-roots level, using statistical analysis software analyzed the correlation of grass-roots civil servants job burnout and various factors, and incentive situation of civil servants, then sums up the basic civil servant’s job burnout, and the influence factors of incentive; Finally, combining the cause of the grass-roots civil servant’s job burnout and incentive situation have proposed operational and practical incentive measures, concrete involves organization motivation, work motivation, individual and social incentives four sorts of organic combination.All in all, based on the study of job burnout of civil servants at the grass-roots level, analysis our country civil servants at the grass-roots level burnout related content of especially build a rational and scientific incentive mechanism of civil servants at the local level.This to improve the quality of civil servants and to strengthen the construction of civil servants of the ascent of the whole, so as to improve the government performance and to achieve the goal of administration reform in our country has a strong theoretical value and practical significance, solving the grass-roots civil servant’s job burnout, stimulate the performance of civil servants promotion value necessary for intrinsic motivation is obvious, but also with our country in the 18th of the third plenary session put forward the overall goal of the reform of main point.Therefore, this research for the prevention and elimination of grass-roots civil service job burnout and build effective incentive mechanism, and through the positive interaction between them, improve the level of government administration is of great significance.
