On December 2,1975, the Lao people’s democratic republic was established, since then Laos took the socialist road and began the exploration of socialism, the process of cognition and practice. At the same time, the Lao government has conducted a number of institutional reforms and functional transformation reform.In this paper, starting from the perspective of local government reform, by comparative analysis and system analysis,Lao local government reforms are analyzed. First of all, reviewing the Lao local government reform, the status of local government reform in Laos were analyzed especially in terms of institutional reform of local government and positioning functions. And then the problems of local government reform in Laos are elaborated, a more in-depth analysis of the reason is conducted from the reform theory, foundation, preparation, lagging economic system and other aspects of ideological transformation difficulties in this paper. Again, the course of China’s local government reform, the experience is summarized, which is compared with Lao local government reform, this paper Points out that local government reform in Laos can learn from China’s experience and inspiration. Finally, in terms of institutional reform and positioning functions, this paper proposes path, suggestions and recommendations about Lao local government reform.Through the analysis of Lao course and current local government reform and local government reform of China, this paper seeks to provide theoretical support and practical experience for the Lao government institutional reform, provide ideas for the future of local government reform in Laos, thus providing an inexhaustible motive force for the development of economic and social progress in Laos.
