Along with the development of social economy, the modern concept of human resource management has been gradually penetrated into the process of human resource management in public sector. The traditional management concept of "matter-centered" is also gradually coming into "people-centered". At the present, in the tax system of Inner Mongolia, there are some matured, better incentive method. But because of the outdated idea and power over-concerned, there are some phenomenon such as incentive failure, lack of multiple method, none-obvious effects of welfare or not fair of paid and gains for the employees ect, which seriously impact the enthusiasm of the grassroots civil servants. This causes that they are not able to maintain the long-term positive working status. As a result, how to comprehensively utilize the different incentive concepts to further enhance the entire incentive mechanism of Inner Mongolia tax system and scientific and reasonable motivate the enthusiasm of the grassroots civil servants, and build a creative, initiative and conhension power team, has become an important subject in front of us. Based on this, combined with the experience which I have been through in the last five years in the basic working level, I carry on this research about the incentive mechanism of grassroots civil servants in the Inner Mongolia Tax System.This research is divided into six parts, with study research method, along with the example analysis and experience analysis, combined with multiple science theories. Based on the working experience in the basic level of Inner Mongolia Tax System, it mainly concerns about the combination of incentive, leadership and leadership culture, from the perspective of leader itself and its culture, to study the possible incentive mechanism and method. In the work arrangement and negative incentive way, according the concept which proposed in 2012, with hierarchical theory of needs, equity theory of mind, theory of expectancy, from the perspective of basic construction, try to change status of grassroots civil servants who are lack of activity, passion, and enthusiast.
