Research On Community Residents’ Autonomy Problem Of Chifeng City

In the socialism democratization process in China, city community governance is facing the "community autonomy" in the direction of development. With the rapid economic and social development of Chifeng City, the government has gradually accomplished the change from the "omnipotent government" to "small government, big society" in regarding of management; For a long time, community management of the city have been taking a "administrative-type" community management system, which no longer meets modern needs of urban community development; In addition, influenced by the planned economic system and the traditional concept, autonomous organization of community residents in Chifeng City also did not play its rightful role in autonomy function. All of these factors urge a transformation of single and traditional system in order to attract more people to participate in the urban community management and thus achieve a truly autonomous community.Taking the community autonomy in Songshan District of Chifeng City as the study case, this paper starts from the basic theory of community autonomy, and find the difficulties that exist in the autonomy, which is based on the analyses of the current situation of the community autonomy in Songshan District. Moreover, the paper will explore the reasons and identify the root causes of autonomy dilemma, thus put forward countermeasures and suggestions through learning experience of some domestic developed areas. By this paper,A reference to community workers in Chifeng work, in summing up the experience and lessons of community governance work, and strive to further innovation and breakthrough in the work of community self-government, thus promoting the residents’ autonomy development process, to achieve the government,community,resident benign and interactive development, the author would like to make the modest contribution in the promotion of grassroots democracy of Chifeng City.
