| More than 30 years of reform and opening up, in the process of China’s economic and social development, environmental problems have become increas ingly prominent. The construction of socialist modernization facing the dual co nstraints of resources and environment and the contradiction between man and nature, economic development and environmental protection.The 18 th national con gress of the communist party of China further from the "five one" height, puts for ward new requirements for the construction of ecological civilization.
