Land Ticket trade system is an innovative way of collective lands transfer in rural area in the exploring process of urban and rural comprehensive development in China. It breaks the limitation of urban and rural construction land’s increasing or decreasing related projects and allocates urban and rural lands adequately to solve the problem of shortage in urban construction lands. Besides, it will reuse the idle land in the countryside to increase the farmers’ estate income. Different from the Land Ticket trade mode in Chengdu and Chongqing,that in Xuancheng Anhui Province is divided into "red ticket" and "green ticket", incoporating the planned-index of agricultural land conversion and the balanced-index of farmland divination into the land ticket concept. Moreover, Lang-xi County limites the purchase subject of Land Ticket trade system to various towns and economic development zones, and the final users are predetermined, namely the developmental projects which all towns and development zones use to apply for land tickets. So Land ticket will make the allocation of land resources transfer from the single mode of administrational planned-distribution to the composite mode of planned-distribution and competition gradually. The towns and development zones get land using index through market competition according to their own demands, encouraging them to reassess the costs and benefits of land use to strengthen the cost accounting and improve the consciousness of land use.By conducting field research in Lang-xi County, I understand the operation of the Land Ticket trade system, including the concept and background of land tickets, the operation of Land Ticket trade (including three large stages of production, trading, using and four small chains of the land reclamation, acceptance, the trading implementation), the scale and the harvest of the Land Ticket trade system operation up to now. At the same time of getting the first-hand data, through analyses I find that due to lacking of experience and operation time, the problems of Lang-xi Land Ticket system have been revealed gradually, including the lack of farmers’dominant position, poor quality of cultivated lands, administrative power abuse in stages of reclamation and acceptance, lack of timely and effective demand mechanism for damage of farmers’ rights and interests, etc. in the production phase of land tickets, the low degree of marketization, farmers wrong trading status and information, trading income distribution lacking of unified management etc. in the trading phase of land tickets, inconsistency between pre-applicated projects and the specifically implementated projects, frequent change, idle emerged lands, false application for ticket projects etc. in the using phase of land tickets.The existence of these problems is not good for the healthy and orderly development of the Land Ticket trade system in Lang-xi County. Therefore, I put forward perfect suggestions to solve the problems and hope that Lang-xi land ticket system can spread throughout Anhui Province. In production phase of Land Ticket, I suggest that we should establish legal safeguard mechanism for farmers’rights of reclamation, improve the acceptance and supervision system for the quality of reclamation lands, open land reclamation market to limit the rights of the administrative power in reclamation link, establish a legal aid mechanism for farmers’ rights and interests; In trading phase I suggest that we should establish the standard ticket pricing system by following the principle of marker-oriented allocation, establish the legally predominant status of the farmers in land ticket trade and the unified management mechanism of land ticket trade’s income distribution; In the ticket using phase I put forward, according to the characteristics of the tickets to produce Lang-xi County, that we should strengthen the construction of investment team, set up the organization of investment promotion projects and explicit the subject of liabilities of forecasting ticket projects to establish effective supervision mechanism.
