Reform And Studies On Administrative Approval System Since The 18th CPC National Conference

Administrative examination and approval is a kind of important means of the administrative organ which shall implement supervision and management in advance for social and economic affairs, and administrative approval system is an important way of state administrative organization which shall implement administrative management activities. Since the 18 th CPC national conference, insisting the ideas of streamline administration and institute decentralization, governance according to the law, administrative service, comprehensively deepening the reform of the administrative examination and approval system, sharply decreasing approval of projects, scientifically and reasonably setting the examination and approval matters, simplifying and facilitating the formulation of procedure for examination and approval, gradually shortening time limit for examination and approval, constantly innovating the examination and approval way, have further developed and perfected the administrative approval system. Premier Li Keqiang has stressed several times when making government reports, the reform of the administrative examination and approval system is the sally port of the transformation of government functions, further simplifying administrative procedures and delegating powers to lower levels, releasing the reform dividend are helpful for the socialist market economy to develop in a healthy and ordered way. According to the deployment of third plenary session of the 18 th CPC Central Committee, comprehensively promoting the construction of power list system, facilitating organic unity of “ power list ”, “ negative list ” and “ responsibility list ”,would make the administrative approval system improved.This article discusses our country’s reform of the administrative examination and approval system since the 18 th CPC national conference, based on the main theories of market failure theory, government failure theory, governance theory. This article starts from textual studies, briefly states the three major notions and the four big ideas of our country’s deepening the reform of the administrative examination and approval system since the 18 th CPC national conference, which laid a favorable theory foundation for further deepening the reform. Since the 18 th CPC national conference, the Party Central Committee and the State Council have paid high attention to the examination and approval system reform, under the background of comprehensively deepening the reform of the administrative examination and approval system, up to this day, the work of the examination and approval system reform has achieved a series of phased objectives, such as: advancing the construction of power list system, having further perfected the directory management system of administrative examination and approval, comprehensively realizing E-approving, having further perfected the supervision mechanism of administrative examination and approval, effectively promoting the transformation of government functions etc. In the 3rd session of the 12 th national people’s conference, premier Li Keqiang mentioned when making government reports, the current government has already realized the target of reducing one third of examination and approval matters in advance, then stressed that one of examination and approval system reform targets is to comprehensively cancel nonadministrative licensing examination and approval, apply the “multiplication” of market vitality to replace the “subtraction”of government power. It cannot be denied that going through more than two years deepening reform, our country’s administrative approval system has gotten such a great achievement, but still exists a lot of problems which are waiting to get continued improvement in future’s reform. Such as: there still exists certain formalism, lack of effective alternative mechanisms for examination and approval, the clear of examination and approval matters still exist certain obstacles in actual operation, the discordance problem of examination and approval and management still exists etc. In view of the summary for past experience, this article starts from the angle of legality, reasonability, uniformity, cooperativity, puts forward the optimized path of further deepening our country’s the reform of the administrative examination and approval system.Generally speaking, with the joint effort of the central to the local, our country’s reform of the administrative examination and approval system has achieved the phased objectives, further improved the standardization of the government administrative behaviors. But the reform of the administrative examination and approval system is the government to reform itself, which needs to pluck up its courage, make up great determination, meanwhile still needs to sum up the experience and lessons before, further facilitate comprehensively deepening reform, further improve the standardization of the government administrative behaviors, fundamentally rooting out the soils of corruption from the source, constructing the government which people are satisfied with.
