The Ministry of Health issued the<basic standards of nursing homes( 2011 edition)>helps to standardize the development of nursing home, but owing to the beginning, the services, functions and cooperation with other medical and pension institutions management departments and supporting policies of nursing home are still in the exploratory stage. Therefore, under the circumstances of an grim aging population, how to develop nursing homes, so as to guarantee those in the twilight year elderly people will get proper health care, achieving the goal of getting medical care, being raised and feeling happy in their elderly life. This has become an important issue to be solved today, also a recent research focus.since 1982, Suzhou has entered the aging society, under the guidance of national policies, Suzhou actively explore the development pattern of nursing homes, and it`s in the forefront, regardless of the number, scale or operational effectiveness in Jiangsu province, even the whole country. Through using site visits, interviews, questionnaires and secondary data collection and other methods, and on the basis of studying the theory of public goods, social welfare theory, service-oriented government theory, life course theory, This article summarizes the operating pattern of Suzhou elderly nursing homes pattern formation, institutional supply, operation mechanism, pattern characteristics; and also analyzes and summarizes pattern situation and effectiveness of Suzhou elderly nursing home. On that basis, this article finds problems and shortcomings of suzhou pattern and put out these suggestions: Strengthening reserve and the cultivation of nursing talents to improve the professional quality; Constructing collaborative governance mechanism of elderly nursing homes to integrate management resources; Consummating policies and regulations of elderly nursing home to guide and regulate institutional development; Increasing government investment and policy support to guarantee its healthy development; Establishing elderly care insurance system to achieve the goal of healthy ageing society. All these countermeasures will make Suzhou pattern run better and make the whole society harmony and stabilize.
