Study On Outsourcing Public Services To Civil Society Organizations For The Departments Of People’s Livelihood In Changchun City

Public administration was an applied discipline, and specific guidance by policy. As an important field, public service was significant for one country and its livelihood. To take the departments of livelihood in Changchun city as the object, base on the three concepts and theories, such as department of livelihood, social organization, public service, theory of public goods, new theory of public service and the theory of market failure & government failure,some factors of outsourcing public services to civil society organizations were analyzed, such as main content, basic incentive, main type and supervision system.And its reasons caused by main problems were analyzed systematically too. It comprised by six parts: firstly, behaviors to outsource was internalization to cause the civil society organization to be the junior government. Secondly, its standards were unclear to cause the governmental responsibility was vague. Thirdly, speaking right was missing to cause authority-responsibility relationship was non-equivalence. Fourthly, its procedure was barbarism to cause to be casual. Fifthly, its supervision was lacking to cause its cost was uncontrolled. To start the five parts, experiences of the other province, district or country were teased from Peking, Hong Kong and America.Outsourcing public services to civil society organizations based on these theories above,its performance was outstanding, and however, its problems were emerging. Based on the consciousness of problems, the other experiences were must be referenced, and some countermeasures must be taken into practice to improve Changchun’s livelihood, such as to better the top-level design, be clear of the relationship between right and responsibility,explicit its process to outsource, strengthen the supervision and evaluation, cultivate the citizen spirit and construct and implement the institutions.
