Human organ transplantation is one of the most important achievements of medicine in the 20th century, it is of great significance to those patients who suffered from organ dysfunction or organ failure. At present, some of organ transplant technologies in China have reached the international advanced level. Although China has become the world’s second largest country of organ transplantation, there is a serious shortage in organs resources for transplant. The thesis analyzes the public nature of Human Organ Transplant, and put forward the necessity and importance of administrative supervision over it.With the reform and development of medical and health service in China, administrative supervision over Human Organ Transplant in recent years has gradually formed a legalized and standardized track. After the promulgation of "Human Organ Transplant Ordinance", the former Ministry of Health and Red Cross Society of China announced to establish a joint system of the Human Organ Transplant, which provides the basis and path for the administrative supervision. Nevertheless, after analyzing the current administrative supervision practice in human organ transplant, we still found that some problems, such as regulation absence, regulatory offside and regulatory failures.The administrative supervision over Human Organ Transplant aims at a series of events, including organ donation, organ allocation and sharing, organ procurement, organ transplantation and clinical follow-up, etc. By analyzing problems existed in the related aspects of Human Organ Transplant and studying the successful cases in foreign countries, the thesis recommends improving and perfecting the regulatory basis, regulatory process, regulatory responsibility, and constraint on the legal level. The thesis also recommends enriching the administrative supervision system by building collaborative administration mechanism, independent third party monitoring mechanism as well as the supporting mechanism. In order to enhance the administrative supervision performance of Human Organ Transplant, the thesis finally recommends improving information sharing and the professional level of regulatory operation.
