With the expansion and strengt hening of government functions, people demanded the government to provide the most economical cost with the best quality service. To improve performance, the government began to combine the "new public management" refo rms in the public or ganizational characteristics, drawing enterprise performance management theory, improve government organizational structure, management model. Our country in the 1990 s, the government introduced a performance management philosophy and theory, and performance management in local government pilot use. As a relatively close relationship with the pub lic sector civil af fairs department, the government began to introduce performance management.In this paper, eighteen new requirem ents for civil af fairs work in the background, in central areas o f the c ity H City District authorities for the study, the use of perform ance management theory, focused on analyzing the new situation H City Human Resources Performance Management District authorities the neces sity and feasibility. Status of the civil authority in the performance management market analysis section H, the agency pointed out problems in the perform ance management, performance management cause of the problem is analy zed. H City District aut horities in the performance indicator system design part, proposed performance indicators connotation of civil administration, civil affairs authorities investigated the performan ce of the design principles and discusses its design should be well prepared, from assessment indicators, two aspects of the implementation of the program to build the H City civil authori ty performance indicator syst em, and studied the assessment principles. Subsequently, in ter ms of the basic ideas, basic principles, preparation, process speci fications, such as H City District authorities discussed the performance ma nagement process control. Fina lly, the H Cit y District of fice performance management security system were studied.
