As the economic globalization and trade liberalization, civil incentive systems have become the vital content of customs human resources, which is contribute to customs team standardization, modernization, building a comprehensive scientific diligent and honest civil servants customs incentives, exploring the inner motivation of civil servants Customs, enhancing customs civil servants enthusiasm, initiative and creativity, effectively preventing and avoiding excessive administrative costs, low administrative efficiency and individual customs officers without dedication Mobilizing the enthusiasm of customs officials promoting the development of various undertakings Customs. Meanwhile, civil incentive systems propose customs -related civil stimulate innovation system, and improve the scientific management level of standardization of the civil service, creating practical ways for honest and diligent government and providing reference for other government departments.This thesis could be divided into five parts:The first part is an introduction, describing the prominent contradictions between Customs onerous task and incentive system, besides, this part pointed out the establishment of a civil service incentive Customs for the system must be to adapt to the development of foreign trade and accomplish this part pointed out the establishment of a sound civil service incentive Customs for the system to adapt to the development of foreign trade, customs accomplish tasks,it is essential to strengthen the customs ranks of government and regularization.through questionnaires, paper research and systems analysis methods to solve the proposed research and improve customs Civil incentive system as well as innovate basic tasks. The second part is the basic meaning of the incentive system and an overview of relevant theories, mainly discuss the definition of the civil service incentives, domestics and foreign incentive theory and the occupy characteristics of customs civil servants, via theoretical study of the evolution and development of domestic and international incentives, summarized experience and lessons for civil servants Customs incentives as reference and guidance, referred to incentive system should be from the system and mechanism innovation as a special civil customs group. In third part, the writer set an example to introduce the basic situation of Changchun Customs, including institutional settings, the main functions and stuff situation. The fourth part analyze the customs system of incentives rules,in order to identify the existence of unreasonable compensation management, job promotion narrow channels, training management unscientific, mental stimulation method monotonous questions and then analyze why these happened by questionnaire ;The fifth part proposed improved ways of spiritual customs Civil incentive system from a development incentive ,then raised suggestions of incentive system for current customs Civil existing problems.
