This paper takes holism methodology as a role of analysis method to analysis and interpretation “the need for state intervention theory”, detailed argument the rationality of this theory in the content and structure, At the same time, the author put forward some own academic views. The final chapter of this article is to doctrinally argument the target of state intervention in the economy, mainly based on the formulation of objective theory, to prove a rational argumentation for overcoming market failures and government failures, and in overcoming market failures where proposed the second level of activity of the functional individual- Fixed spontaneous order, in overcoming the government failure where proposed third level features individual activities- self-correcting.
