The Study On The Innovation Of Local Governments’ Social Governance-Based On The Perspective Of Cooperative Governance

With the development of market economy and the reform and opening up,the traditional society gradually disintegrated,a society of diversity, openness and the rule of law is developing.Modern society represents order and stabili zation,but modernization is riddled with contradictions and uncertainties.Our country is in a crucial period of social transformation,while the social str ucture is unstable and there are many social problems.Traditional executive o rder-oriented control social management methods have failed,couldn’t solve so cial problems and unable to complete the mission of building a socialist harm onious society.In order to create a good social environment for the healthy d evelopment of the economy,improving people’s livelihood,We urgently need to f ind a new form of social governance to solve the great number of social contr adiction,to maintain social order,to to improve social capitals.18 plenary session presents a strategy of “promoting the modernization of the national governance system and capacity to govern”the Government, social organizations and citizens should cooperate with each other to govern the so ciety.Due to the unbalancing development of economy and society,the difficult ies in social governance are increasing.Faced with the complicating social pr oblems,local governments do not change the mode of governance completely.The social governance modes of Local governments are not correct,use campaign-sty le modes too much,lack of standard governance modes.Governance in local gover nment relies too much on administrative methods to solve social conflicts adm inistrative rights unlimited extension led to grass-roots community self-gove rnment administrative fascinating.The level of cooperative governance of loca l government is very low,they do not have a strong sense of cooperation, do n ot mobilize social forces to participate in social management.The reasons may be:local government staff are influenced by false ideolog ies,the management system of local governments is not scientific,transformati on of local government function is not in place,implementation of administrat ion according to law.In order to realize the modernization of social governan ce,we must improve the governance level of local governments.First of all, to urge local government staff to establish correct ideas.Second, we must build a service-oriented, observing the law and efficient local governments.Thirdly,reform the local government system of organization and management.Lastly,give full play to social forces to participate in social management.
