The Research Of Government’s Responsibility In The Development Of Voluntary Services

Voluntary service play an important role in the supply of public service to make up for the market failure,government failure,is important to promote the overall progress of the society.The process of China’s development of voluntary service,government dominant color is very strong,survival depends on the voluntary service organizations in the degree of government’s attention,the development of voluntary service to potential depends on the government’s support.The government undertakes take the important responsibility.In the paper,with the government in the development of voluntary service organization in the implementation of the responsibility as the starting point,with the practice of the development of voluntary service in Nanning as an individual case,using a combination of survey research,comparative study,empirical analysis,literature analysis and other methods,the application of public management,new public service,market failure,government failure,third party management,depend on each other system theory,combs the development process,China’s voluntary service career development model,a careful analysis of reviews prominent problem which restricts the development of voluntary service,the cause and responsibility from the government perspective of self generated problems.The paper is based on the relevant theories and practice case of Nanning city,and actively face the new opportunities,new challenges to the development of voluntary service in the new period,examining the role of government in the process of development,starting from culture,system, organization operation and management of service direction,put forward how to carry out the implementation of government’s idea of responsibility well. In order to highlight the problem of crack exists, create a favorable environment for development, promote the development of voluntary service into the new normal.
