A Study On The Institution Of Open Selection Of Party And Government Leading Cadres Under Perspective Of Political Communication

Mass media, which has spread all over the world, is consisted of newspaper, television, radio, and the Internet. Mass media has become a major way for citizens to receive political information. The political dissemination of mass media has a great influence on citizens’judgment, attitude, belief and emotion on politics, and on whether citizens can form a political identity or political alienation. In the early 20th century, the French scholar Tarde proposed that only the public voice formed from public opinions was politically legal and rational and it was political communication that brought the fragmented public together into an organic bond. Since China has the tradition of selecting officials through examination system, public examinations, reflecting the basic value of fairness and justness, are considered scientific spirit of the imperial examinations.The institution of open selection of our party and government leading cadres, emphasizing the values of "democracy, openness, competitiveness, merit-basis", is compatible with the essential spirit of the imperial examination culture; it is also the results of the long-term practice of our party. Disclosure is the prerequisite for democracy and competition is an effective way to achieve fairness. In the long-term social practice, the widely recognized information has high credibility; the higher the credibility is, the better the effect of the dissemination of information source.Political communication includes interpersonal communication, organizational communication, public communication, etc. The channels of political communication are not one-way, but two-way, or even multi-way. The open selection of leading cadres, in terms of the motion stage, the investigate stage, the examination stage and final decision, should all be open to the public. The process from opening to the public to receiving feedback from the public can be seen as a whole system of political communication. In order to improve the level of democracy of open selection, the public should not only be informed, but also participate in the whole selection process. This kind of two-way is of great value for the communication between government and the public. Cohen, Rawls, Habermas believed that political communication is related to democracy, and democracy can be realized with the "presence" and "place" of communication mechanism. Some even predicted that the ultimate goal of political communication is deliberative democracy. It seems that whether the political communication channel is unblocked or not is of great influence on the development of a country’s political system and political culture.Analysis of open selection of leading cadres from the perspective of political communication is favorable to improve the design of political communication and ameliorate our democracy. The spreading of open selection institution is a critical way to achieve democracy at the grassroots level. At present, in the process of the open selection of our party and government leading cadres, citizens have low awareness of participation and there are numerous problems such as insufficient quantity and low quality. The reason is the predicament of political apathy resulted from poor political communication channels and the incomprehension of value rationality of open selection. This requires targeted political dissemination, the use of media agenda-setting function and various forms of communication strategies to raise public participation and concern about the cadre selection and improve our democracy.
