Land is the most important agricultural production, the basic factors of production, rural land problem has always been the core and key "Three Rural Issues".1978 after the implementation of the national rural household contract responsibility system, to achieve a separation of collective ownership of rural land contract management rights and family, the liberation of rural productivity, but also for the country’s economic development, social stability and has played a very important supporting role. In the new era of reform and opening up today, according to the central government introduced a programmatic document related to the spirit of promoting rural land "division of powers" reform and innovation to achieve the separation of ownership and management contract rights, promote land management right, and promoting land scale intensive management, help cultivate new types of business entities, is conducive to the development of modern agriculture. Due to the influence of traditional culture, China’s market-oriented agricultural land management rights transfer to the government-led as the main way to attract investment in some places, forcing farmers to transfer land or disguised persecution, a serious violation of farmers operating autonomy. This serious violation of the wishes of farmers land transfer behavior caused damage to the interests of farmers.This paper argues that at present, China’s rural land management rights transfer market is closely related to the absence of a lower degree of government action, and therefore government intervention in agricultural land transfer is necessary.
