Research On The Core Actors Of Village Governance

Since twentieth Century in the late 1980 s, China began to implement the villagers autonomy in rural areas, villagers committee is the grassroots autonomous organizations of village governance. But due to the influence of the inertia of the system, double track system and resource constraints and other factors, coupled with the grassroots self-governing organizations action is limited, the village governance under the background of villager autonomy didn’t show the ideal state. In the most rural areas, due to the implementation of democracy at the grassroots level autonomy and the abolition of agricultural taxes, rural policy implementation authority resources and financial resources have been weakened. Thus in the village governance, they play a central role in not only the village "two committees", but also play an important role in the connection between the township government and village cadres, village, village affairs by their cooperative decision-making and implementation. Under the background of villager autonomy, as a kind of expectations, their role is the villagers’ profit, and expressing opinions comprehensive subjects, the village affairs decision makers, as well as rural policy implementation. But due to the ethical dilemma, technical difficulties, difficulties and interests of resource dilemma of the interference, in practice, there is a mismatch to a certain extent, the role of shaping to explore possible paths.
